Trigger a retroactive run of a scheduled_sql rule.
An optional range_from / range_to body requests a hunt window; omit the
body to run the rule's own. Execution org is nebulock_session.organization_id
for tenant callers. NEBULOCK_INTERNAL_PORTAL_ORG_ID sessions default to the
customer portal org so retro runs use tenant data and ClickHouse grants
(multi-org execution).
